The goal of the Waste Reduction Report Card is to elevate the playing ground; by highlighting the effectiveness, and in some cases the lack of effectiveness, of recycling programs currently available within the various units of local government, to create a healthy sense of competition among the communities, and to spur the transfer of ideas and concepts from successful programs to less successful programs.
